Registration and Certification

1. Guidance Notes for Registration and Certification of Private Consultants

In terms of Sections 37, 38 and 39 of the Environmental Assessment Act, No. 10 of 2011 BEAPA's mandate is to register and certify environmental assessment practitioners (EAPs). For one to be considered for registration and certification they have to submit the following documents:

  • Cover letter (detailing how they meet the requirements for the level applied for e.g. educational qualifications, experience in EIAs, and competencies);
  • Completed Application Form for Certification (please ensure that the declaration is signed);
  • Completed CV Template for Consultants;
  • Certified Copies of Qualification Certificates;
  • Certified Copies of ID for citizens; and Passport, Residence and Work Permits for non-citizens;
  • Proof of Payment of Applicable Fees (use applicant's  name as reference when depositing the fees otherwise the fees will not be traceable to you)

 

Important note: 12 copies of the above should be submitted, with  the original marked 'Original' and copies marked 'Copies'.

 

1.1 Deciding Which Level to Apply for:

The following tis meant to assist private consultant applicants to arrive at a decision on which certification category/level to apply for in relation to their qualifications and experience.

The certification of the Association has at present four levels, each with a certain level of competence and right to submit EIA documents to the competent authority (Department of Environmental Affairs), as follows:

Irrespective of category being applied for, applicantions  must also be accompanied by the following:

  • proof of payment into the Association’s bank account (see bank details at 8 below) the registrations fees as specified by the fee structures as revised from time to time.
  • Twelve (12) copies of the application (comprising all the above, with the original marked as such) must be submitted to the secretariat by post, registered mail, or hand delivered (See items No 6 and 7 below).

Impotant Note: EIA experience is in terms of coordination/team leadership of EIA studies whereby the consultant is responsible for sub-contracting to specialists and ultimately integrates specialists reports into an EIA Report and submits to the Competent Authority.

1.2 Note to Non-Resident Applicants

Pursuant to Sections 41 (b) and (c) of the Environmental Assessment Act, No. 10 of 2011 non-resident applicants should ensure that the following is in place before submitting their applications (otherwise their applications will not be registered);

   (i) the applicant should hold a valid recognized certificate to practise as a practitioner in their country; and

  (ii) there is reciprocal recognition of the Botswana Association in the country where the applicant originates.

 

2. Guidance Notes for Registration and Certification of Assessors (Competent Authority Staff)

To be considered for certification and registration Assessors have to submit the following documents:

  • Cover letter (detailing how the applicant meets the requirements for the level applied for e.g. educational qualifciations, experience and competencies);
  • Completed Application Form for Certification (please ensure that /the declaration is signed);
  • Completed CV Template for Assessors (Competent Authority Staff);
  • Certified Copies of Qualification Certificates;
  • Certified Copies of ID for citizens; Passport, Residence and Work Permits for non-citizens;

 

Important note: 12 copies of the above should be submitted, with  the original cearly marked 'Original' and copies marked 'Copies'.

 

2.1 Deciding Which Level to Apply for:

3. Guidance Notes for Registration of Trainee Environmental Assessment Practitioners (TEAP)

To be considered for registration as a Trainee Environmental Assessment Practitioner (TEAP) applicants have to submit the following documents:

  1. Personal Statement/Application Letter (detailing their qualifications, experience, the TEAP programme duration,  and stating the names and certificate number of their mentor);
  2. Curriculum Vitae (in BEAPA CV Format);
  3. One (1) Reference Letter;
  4. Letter from mentor/tutelage provider agreeing to provide tutelage (copy of agreement between the mentor and the applicant should be acceptable);
  5. Certified copies qualification certificates (if major subjects are not stated in the certificate please submit transcript(s));
  6. Certified copy of ID; and
  7. Proof of payment (see Fee Structure) – please note that applicants should use their full names as reference otherwise their payment will not be traceable to them.

 

Important note: 12 copies of the above should be submitted, with the original clearly marked 'Original' and copies marked 'Copies'.

 

The following should be noted above the TEAP programme:

  • Mentorship means working under a certified practitioner for a minimum of one year (see duration table below);
  • Only certified practitioners of SEAP category and above can provide mentorship;
  • There is no certificate issued to the applicant (save for a letter authorising the applicant to enter the TEAP programme);
  • The TEAP cannot submit EIA Reports directly to DEA on their own;
  • Trainee EAP level is relevant to those beginning their careers as an Environmental Assessment Practitioners. These are individuals that hold a Diploma/Degree/Post Graduate in a field relevant to the environment as defined in the Environmental Assessment Act, 2011, (Section 2) but with no or inadequate EIA experience to qualify for certification at EAP level. They then work under the mentorship/tutelage of a certified practitioner for the appropriate time to acquire the required experience for registration and certification at EAP level.
  • Negotiation for mentorship/tutelage with a certified practitioner (of SEAP level and above) is a matter between the applicant and mentor/tutelage provider.
  •  TEAP programme does not apply to Practitioner (Reviewers) and non-resident applicants.

 

3.1 Deciding on the Duration of TEAP Programme

The table below is intended to guide applicants for the TEAP programme on how long their mentorship is going to be depending on the qualifications they hold at the time of application.

3.2 How it works?

  • A person interested in the TEAP programme negotiates with a certified practitioner of SEAP level and above to provide mentorship. BEAPA will not get involved in the negotiations, nor the terms of agreement if any, unless such terms violate the code of conduct signed by the mentor;
  • The applicant then applies to BEAPA as above;
  • BEAPA then responds specifying the period to be covered by the mentorship;
  • If given a go-ahead applicants are required to keep a record of relevant experience acquired and training, which must be signed-off by their mentor. This must be submitted with the documents for EAP level application;
  • Upon completion of the mentorship the TEAP applicant applies for certification at EAP level detailing out their work during the mentorship programme
  • The mentor supports the application for EAP with a confidential reference.
  • If successful the applicant is issued with a certificate as practitioner at EAP level. 

 

4. Fee Structures

The table below is to guide applicants on the applicable fees to be paid.

  • Please note that applicants should not pay annual fees in the first year of registration and certification;
  • Applications will not be considered without payment of the registration fee;
  • The registration fee is non-refundable regardless of the outcome on the application;
  • First time applicants may intially pay the registration fee and pay the certififcation fee after their application has been successful.

5. Tarrif of Professional Fees

Once an applicant has been registered and certified as an Environmental Assessment Practitioner they should charge according to the table below for their services related to undertaking EIAs.
